2021年4月17日 · Late answer, but for those wondering how to do it, just. 1: place .3ds file in 3ds folder on the sd card of the 3ds. 2: restart 3ds device while holding start and power button, this will open godmode, locate file and press r+a (The 3ds will have to be homebrewed) 3: proceed to "build cia from file".

2022年3月9日 · I initally installed the .3ds file with Godmode9, uninstalled it, converted it to .cia and installed with FBI and it played exactly the same as the .3ds file. So I'm going to just use Godmode9 to install .3ds files instead of converting them first. Apparently .cia files are much smaller than .3ds files so I'll convert to .cia before installing.
