2010年3月23日 · Do you mean that you have enough money for one trip each month, but no more? If so the last one (more or less) is the one you need: "We can manage if you go back once a month". The other two versions don't mean you'll go just the once. You could be going several times in each case. I would probably use "just" to clarify things:

For example, if you take a test on March 31st, and another one on April 15th, your employer will pay for both of them, but if you take a third test on April 30th, the third test will be at your expense, because you took two tests during the month of April.

2010年1月9日 · To me, 'each month' carries a much stronger implication that it is true for each and every month. This doesn't make sense for the number 1.6, but if it was 2, someone who reads two books each month reads two in January, two in February, and so on.
